Establish a qualified-vendor list for as-needed change management, organizational studies, project-management review, compliance, management strategy, process improvement and related advisory services across City departments.

Submission and qualification requirements

  • At least three years in operation providing the relevant services, with qualified staff having at least three years of specialized experience and applicable licenses or certifications.
  • Demonstrate large-local-government advisory experience, data-driven service improvement, stakeholder engagement and relevant projects from the past three years.
  • Response limited to 20 pages, excluding resumes, licenses and certifications; references and a separate fixed/hourly rate sheet are required.
  • Electronic response through OpenGov, with required signed offer, conflict-of-interest, debarment and heat-safety forms and all addenda acknowledged. OpenGov and procurePHX vendor registration apply.
  • Required insurance includes USD 2 million professional liability; submit evidence within 14 calendar days of recommended award and before work starts.
  • Subcontracting requires the City's written permission; the prime remains responsible.
