Scope

Create a preferred-partner pool for Power Platform development, support, enterprise integration, governance, security, training and adoption. The City expects roughly three to five vendors; most projects merit teams of two to three people. Submission and qualification requirements

  • At submission: five years of enterprise or public-sector Power Platform professional services, including high-code integration; two years of cloud governance/security, particularly Power Platform and Azure; and three years managing complex multi-stakeholder projects. October 8 Q&A accepts qualifying experience from proposed key staff/key personnel.
  • 15-page written proposal, excluding resumes, governance/strategic-plan examples, cover, contents and end page; at least one reference for work in the past three years.
  • Registered OpenGov portal submission; Washington business license or documented exemption before signing, with Seattle licensing where applicable.
  • October 8 Q&A says the City seeks only United States resources. The RFP says most work is from consultants' offices or the field.
  • Insurance is required before execution; exact limits in the account-gated contract attachment were not reviewed.
